This was a pretty difficult level for me when I replayed it for Gold a few days ago.
I immediately sold everything I could get my hands on except for a single power source and whatever the last expansion is that doesn't blow up on its own. It's either a Social or a Trade. With the one (smoking) power source, you should have enough money to build another expansion, either social or trade, whichever you don't have.
I know drunky says "sell everything" and I can't disagree with that - I'm just detailing how I passed this level, which was a bit different.
This is a pretty good base to start earning money from. Adjust their settings, of course. Then as soon as you can afford it, build a new power source to replace the one that will soon go kablooie.
Then, when you can afford it, get into Science and more power, and follow Drunky's FAQ.
I can't remember how much I focused on repair on this one. I often ignore repair needs until I've got expansions I want to keep. If you plan on upgrading stuff anyway, paying to repair them is not always the best option, but that depends on the level.
I had to play through the level 2 or 3 times to get a gold time. Definitely not easy.

If I don't put up repairs early, then I will forget until I hear a big kaboom and crackling, the see my building on fire. I try now to get a janitors closet built fairly early, and then get the Garage 2 when I can. Then, using the repair glitch, I am OK on cash for it.
Repair glitch really does help though.

yeah, you try to build a janitors closet together with the first buildings and then immediatly sell it so you can do a garage 1 or 2 when you need to, because the janitors closet is really worthless

Interesting! I agree that the Janitor's Closet is not very effective, but it's better than nothing, and I'm always hesitant to overspend on repair.
Note: I have all the achievements and I never used the repair glitch! I was pretty careful to do this, since we knew we weren't going to fix the repair glitch but we (mostly marmosetofdeath and I) didn't want it to be a required trick for gold times or achievements.

I actually think you're better off without a janitors closet, and yes one of the reasons is that you can't glitch it
and I think the glitch makes the game more fun, seriously
you should try it
