I'll try to look into it tonight as I finally finished Enchanted Arms this week and have some "free" gaming time. I'll post back tonight if I get the chance.
Gotta get working on those war story times personally!

Adventure Story - Chapter 2 - Gold-time walkthrough
Build Newspaper Stand
Adjust appeal settings of NS to ~80%
Build Solar Windmill
Turn off SW
When you have $200, turn on SW and build Chem Lab (you should have at least 14:05 left on your timer)
Turn off SW
When CL is near finished, turn SW on
Adjust appeal settings of CL to ~80%
Build SW2
When SW2 is finished, turn SW2 off.
Adjust SW2s power setttings to maximum.
Adjust SW1s power settings to 97.
When you have $300, turn SW2 on and build a radio.
Turn SW2 off.
When Radio is finished, sell it.
When you have $350, turn SW2 on and build Hall of Records.
Turn SW2 off.
When HoR is almost finished, turn SW2 on
When you have $425, sell HoR.
Turn off CL.
Build Spy Training Center
Turn CL on.
When you have $425, sell CL and NS.
Build Observatory.
This strategy should help you get a gold time easily. Good luck!

That indeed is an excellent strategy. In terms of "concept" a lot is learned in this level for use in future levels. As demonstrated in DS's walkthrough, you don't always wanna keep the higher level expansions and sell the lower level ones. The first level of expansion tends to be your best money makers in many scenarios.
So, don't be afraid to sell them off to build something further up the chain. This is especially important in challenges like the 8 port challenge where you don't have room to do anything.
Also, cycling power off and on is a great way to save money...try to always have your excess power read "0". It lowers your periodic cost.
Other than that...it all about the timing. I still boggle at DanielShawn's time though...I'm in 5th place on this one and I'd have to shave another 17 seconds off. Then again, I do basically the same strategy only I use a Solar Prototype, so this strategy might help ME too...

Drunky actually posted a walkthrough on GameFaqs that includes some of my walkthroughs for what used to be #1 times. Now, I've lost them all...

I really liked the charts in the walkthrough; I use them when I play still, when trying to figure out different power set-ups.
Writing a FAQ is a lot of work, though. I know I'm too lazy to pull it off lol. It's so distracting to be focused on the game and then have to pause and type what you just did. And when I finish typing what I just did, I forget what I was about to do next. =)
Still X-Boxless at the moment. I just read that some versions of Windows Vista will have Xbox Live Connectivity, so I'm gonna' go see what that's all about.

Thanks DanielShawn for the guide to mission 2, i'm now on mission 3 and now I can't get gold on it, I used Drunky's guide for that too and I got 7:57 on it, so his guide didn't help me on that one either, so i'm going to go look for more tips on mission 3.

Hey Bartman, if you're still having trouble, check out the video walkthroughs on YouTube. They only cover levels 3-10 and 14, but it should be a good start to getting you some gold medals =).
