Level 7 is unfairly difficult. I assume you got the game from ninjabee.com and not from another site, right? The latest version (1.0.4) from
http://www.ninjabee.com/outpostkaloki.html has an adjusted level 7 that's not so insanely hard.
If you licensed the game, it will stay licensed. If you got the game from another site, you'll need to download the latest version from that site. If you install without uninstallng the old version, all your saved games will still be there.
It is possible to beat level 7 even before it got eased up, but you have to use all the tricks at your disposal, including turning things off that you're not using, selling things at the end of the level at the last moment, making sure your appeal levels are nice all the time, etc. I've played the game many times, and the last few times I tried level 7, I had a hard time. Sometimes you need to suppress your desire to build new things and just build the minimum set of things you need to get by, even if it means that sometimes the bars on the right dip into the red occasionally.
